A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §30-29-12, relating to requiring state agencies to issue photographic identification cards to qualified retired law‑enforcement officers.
Be it enacted by the Legislature of West Virginia:
That the Code of West Virginia, 1931, as amended, be amended by adding thereto a new section, designated §30-29-12, to read as follows:
ARTICLE 29. LAW-ENFORCEMENT TRAINING AND CERTIFICATION.
§30-29-12. Issuance of photographic identification cards to qualified retired law‑enforcement officers.
A law‑enforcement officer, as defined in subdivision (6), section one of this article, who is retiring or has retired from law enforcement employment with a state agency, shall be issued at the officer's request, a photographic identification card that is in compliance with 18 U.S. Code § 926C (d) of the Law-Enforcement Officers Safety Act if that law‑enforcement officer meets the standards set forth in 18 U.S. Code § 926C (c) as a "qualified retired law‑enforcement officer."
NOTE: The purpose of this bill is to require state agencies to issue photographic identification cards to qualified retired law‑enforcement officers that will enable the retired officers to carry a concealed weapon in compliance with the federal Law-Enforcement Officers Safety Act.
